NFIP extended for five years

WASHINGTON — Both the U.S. House of Representatives and the U.S. Senate approved legislation that would extend the National Flood Insurance Program (NFIP) for five years.

The extension was contained in a transportation funding bill given final approval by both chambers. The bill extends the NFIP until September 30, 2017.

The measure also reforms the program through such actions as phasing out subsidies for many properties, raising the cap on annual premium increases to 20 percent from 10 percent, imposing minimum deductibles for flood claims and requiring the NFIP administrator to develop a plan for repaying the debt incurred from Hurricane Katrina.

IICRC withdraws S100 as an ANSI document

VANCOUVER, WA — The Institute of Inspection, Cleaning and Restoration Certification (IICRC) has chosen to voluntarily withdraw the S100 Standard and Reference Guide for Professional Cleaning of Textile Floor Coverings as an American National Standards Institute (ANSI) standard.

The choice was precipitated by organizational decisions, regarding all IICRC standards, and to address certain concerns with the S100. As a result, the IICRC will revise the current edition of the S100, which will require the organization to constitute a new consensus body to comply with the ANSI Essential Requirements.

According to a statement from the IICRC website: "The science of cleaning and maintaining installed textile floor coverings has grown during the last 20 years. The IICRC first published the Standard and Reference Guide for Professional Carpet Cleaning (S001) in 1991 and revised it in 1994, 1997, 2002 and published the fifth edition in 2011. In June 2012, the IICRC voluntarily withdrew the 2011 version of S100 as an ANSI-approved American National Standard, and the organization has begun on a revised document. Although ANSI/IICRC S100: 2011 is no longer an ANSI-approved American National Standard, it will be available through IICRC as a historical Standard."

Legislation could suspend RRP rule

WASHINGTON — The Renovation, Repair and Painting (RRP) rule could be suspended by legislation introduced in the U.S. House of Representatives if the U.S. Environmental Protection Agency (EPA) cannot approve a commercially available lead test kit that meets the rule''s "false negative" and "false positive" criteria.

The bill, H.R. 5911, introduced by Representative John Sullivan, R-Oklahoma, is designed to hold the EPA "accountable for their failure to produce viable test kits to meet their own regulatory mandates."

The bill would reduce paperwork-related fines, eliminate the requirement for hands-on recertification and prohibit the agency from expanding the rule to cover commercial and public buildings until the EPA conducts a study for it.
